Hi,
Question states: If you are found ineligible to sponsor, indicate whether you want..

To withdraw your sponsoriship or
to proceed with the application for permanent residency

I dont understand the consequences of chosing one option or the other (except the $$ part). I cant imagine anyone would want to continue with the application for permanent residency knowing full well that it will NEVER be approved without a sponsor.

Can someone let me know if I am understanding this correctly or not ?

If you withdraw if not eligible you lose appeal rights, if not eligible and don't withdraw you maintain appeal rights and if the application is refused, you then can appeal to the Immigration Appeal Board who can consider humanitarian and compassionate grounds.

Am i correct in my understand that if you are only sponsoring your spouse you wont be denied based on income?

That's right. There is no income requirement.
