although this may sound silly,but i want to know from where we can have foregin exchange.

My answer might be also silly (as I might have not understood your question well) ;D but can't you get foreign currency from a Money Exchange Offices or even Banks? ;)

State Bank of India is the best place. You can also get it from reputed travel agents (SOTC, Thomas Cook etc). But check the exchange rates everywhere before you decide to buy FOREX. Also remember to take your passport with you when you go to buy FOREX since they need to note down the amount of forex you purchased on the last but one page of your passport.
 
Your Bank

You need to take passport stamped with VISA along, fill some forms explaining reasons for Foriegn exchange and you get it.

Also there is little bit of bargaining on published rates, I got discount of about 40p on published rates in past from a leading Indian private bank
