Foreigners getting married in Canada

Hey there just some quick information that i need.

I know a guy that is from South Africa here in Canada on a working visa, and his partner is still in South Africa. He is planning to bring his partner over on a visitors visa, but his partner has been denied 2 times already. Is there a waiting period for him before he can apply for his visitors visa?
Another question. The one in Canada on a working visa is planning to marry his partner as soon as the visitor visa is approved. So the question is if two South Africans is married in Canada, one on a visitor visa, and the other one on a work permit, does that mean they get permanent residency or must they still apply for it just like any normal person?

He can apply again immediately. However there's not much point unless he can provide evidence to overcome the refusal reasons. If the two refusals have been recent, I would wait several months at least before applying again.

Yes - they can get married in Canada. No - getting married in Canada certainly doesn't entitle them to PR (if it was that easy - everyone would do it). They have to qualify and apply just like everyone else.

none of them is permanent resident so by logic how can they get PR visa if they will not undergo the PR application process?
