Am currently outside Canada and would like to join Canada to work and study with visa sponsorship

No such thing as sponsorship. If you want to study then apply to a school, get admission and show $21k cash plus tuition and justify costs. For work permit, you want a job offer with LMIA in high skilled job so get ECA for degree and take language tests. Do a job search.
