I don't understand your question. A PR is not a foreign national in Canada.

As per BA website. Spouse can only board a flight to Canada if their spouse is a "foreign national". This law was introduced by Indian govt for travellers beyond London thru Brit Airways during covid.
I hope I made clear and this is for my wife and kids to visit me here in Canada thru BA flight.

No, that wasn't clear at all before.

Now it's clear that your question has almost nothing to do with Canada, but whether India will consider one member of your family a foreign national. I've no idea unfortunately - in Canada a PR is not a 'foreign national', but don't know what India thinks.
