Hi, I am currently working in Canada as a permanent resident and my boyfriend is studying in college in Canada as well.

I want to know that if we can still apply for Outland application.

What I am concerning is that my boyfriend has Sturdy permit. so I just wonder that it is possible, !!

anyone can help us? ^^

Yes, as long as he meets the conditions to apply as your Common-Law partner and you were not sponsored for your PR by a former partner or spouse within the last 5 years.
However, because you are not a Canadian citizen you can only sponsor him if you remain IN Canada throughout the process.


Have the two of you lived together for at least one year to qualify?
 
yes we have lived almost 1year and half,

so it means after we submit our Outland application, we can not go to travel together to out Canada?

Yes, for short trips (a couple of weeks), but anything more than that could be an issue, because you are required to live in Canada as his sponsor.
If you were a Canadian citizen, there would be no restriction.
