Hello

I m doing soft landing on 1 June 2019. In order to fulfill residency requirements for citizenship I will make my permanent move to Canada in Dec 2020.

Will my intentions at the time of citizenship application or during my permanent landing be questioned??

If you initially land June1 you could in theory stay away until May 31 2022 but then would need to stay in Canada without leaving until May 31 2024 to meet the 2 out of 5 residency obligation.

To apply for citizenship you need minimum 3 years physical presence in the 5 years preceeding the application.

As long as you are in compliance for your arrival 12/2020 which you will be no reason to expect any issues on entry given plenty of people complete a soft landing and return home for a while to tidy up before making the move for good,

For citizenship assuming you spend no time in the country or at least very little through 12/2020 then you possibly cannot apply for that until 12/2023 assuming you accumulate 3 years physical presence by then.
