Floating new application because of prolonged delay in first!

It is almost five years and one of my friends is still waiting for his under process application. Is it normal for an application to be processed in more than five years by the CIC. Now as he has moved to Saudi Arabia on work visa, is there any way he can ask CIC to hold his case submitted from Islamabad as he wants to apply as afesh applicant from CIC London. Can it be done this way as he can get all done within 1 - 2 years max.Please advise.

Apply for withdraw of the first application and apply again based on the current rule.You need to act fast to avoid been caught in the middle.
