Does An Indian Passport holder with Canadian Study Permit require A transit visa while traveling to Montreal from Delhi via London?

Nope!

You can't go out of the international terminal and have to stay there but you don't require a transit visa.

You might even be lucky enough and get issued a transit visa on the spot and be allowed to go explore London for a while. This happened to my friend.
