First where to go for PR Apply

Dear Experts,
First of all I would like to convey my deep gratitude to you all for providing such valuable information. This is letting most of the people to know A to Z details for VISA processing.I am from Bangladesh.I have completed my four years BSc degree in CSE in 2003, and have five years working experience in IT field with four companies. I have a wife with 4 years kids. I have question on that how can I apply for PR ? I mean i want to apply first for me with $550, fill up form IMM0008e, IMM5406 to CIC (sydney),is that ok? After that if assessment is positive, then apply for wife and kids with all documents to visa office in Singapore. is this process ok as Simplified process is not working in nowadays. Please advise me and thanks in advance.
