First Time refusal will affect Second Time to hand in LIMA application?

My company helps me to hand in first time LIMA application one month before, because my company expects give me salary around $21,.. is to low, government refused my application, and told my company increased my expect salary and reposted advertising, after that handing application for the second times. Company documents are okey.
I heard from my friend that first time refusal will affect second time application, dose this kind of wording is truth?
If they increase my expect salary, my LIMA will be okey to approve?
