Hello House,
First and foremost, let me apologise for posting this here, i am a newbie here and i do not know under what section i should send this post.
I want to migrate to canada and i have been reading alot about all the process, but i do not fully understand how it works and i need some level of guidance.
I am a Nigerian and i hold a university degree with over 5 years of experience. I am married with a kid and i would like to move into canada with my wife and kid.
Now my question is this. under what program can i submit my application. is it the FSWP or should i just apply for a work permit? I do not have a job offer yet in Canada.

Do i need to write the IETLS and TOEFL or not, as speaking, reading and writing English has not been and is not a problem for me.

I will appreciate any response to my questions.

You can apply under EE FSWP category. You can also try for a WP provided you have a job offer or are sure of getting one.
You'll also need to take IELTS and score a min 6 (CLB 7) in each section. You also need to get you highest qualification assessed from one of the CIC listed assessment agencies that you can get from their webpage.

You don't qualify for a work permit.

You need a full time job offer in Canada and an approved LMIA to apply for a work permit.
