I agree with the article. Your Important first steps would be:
1. Apply for your SIN Card
2. Apply for your Health Care Card
3. Find accommodation
5. Set up a Bank Account
6. Get help from your nearest settlement agency.

I would add to that,

6. Apply for a drivers license
7. Get your free library membership

I think finding accomodation is the step before applying health card. You need to show that you live "somewhere" in that province. Also, you need to provide your address at the time you apply your SIN in Service Canada.
