First tax return for 2019 with no SIN

If someone (spouse) moves to Canada in 2019 and applied for PR but only had visit TRV on December 31, do you do taxes for 2019 if you didn't have income? The OWP was received in 2020 and there is no SIN yet. Also is there a thread you can guide me to that gives tips on what not to foregt for the first tax return as it's the only one that you're considered new resident for tax purposes? TIA

No they can’t file taxes for 2019.
