First Landing in Toronto, Connecting Flight

Hey all,
This forum was a great resource for me during my IEC application process and now I need some specific help.

I'll be first arriving at Toronto Pearson and will be activating my Work Permit. I was wondering if the Service Canada Desk/Office in the baggage area is accessible while still airside, as I have a further connection to my destination city and would like to plan the layover accordingly.

Is this accessible without leaving the restricted area, or would I have to exit and go back through security as a domestic departure?

It is not open to the general public. Once you leave international arrivals , where you get your immigration paperwork done , you cannot access it
You MUST access it there before you leave that area

If you forget, you CANNOT re enter that area

It’s not accessible from domestic departures
