I will immigrate to Canada.
I will go to Winnipeg on September through Vancouver.
1. How long do I need for immigration process? It's my first enter.
2. What's the working time of immigration office of Vancouver airport? Can I arrive at midnight or on holiday?
3. Shall I buy through tickets? What will happen if I can not get on the second flight to Winnipeg? Or is it better to buy the tickets to Winnipeg at the Vancouver airport?

1. I would leave at least 2 hours between flights to land.
2. If the airport is open and flights are arriving, there are immigration officers on duty.
3. Buy a through ticket in advance. If you wait and buy your Winnipeg ticket when you arrived in Vancouver, it will be extremely expensive.

Is that mean I needn't care about the office working time? Any flight arrive time is OK?
I prefer to a through ticket. But it's a long way. I'm afaid the flight delay or if unfortunately the immigration office is crowded, I don't know what to do.

Yes, you can arrive at midnight and holiday. You can check the CBSA website to confirm the immigration office hours. Flight delay and crowded immigration office is inevitable. You would need lots of patience on waiting.
