no, not anymore. it used to be required upfront, but the new process clearly states in the guide to not submit it upfront anymore. IRCC will request it later.
For reports directly from the FBI, you'll want to initiate the process as soon as possible since it can take 3-4 months to receive it. US citizens also have the option of using a channeler to get the report.
