If someone has a job at home and takes care of themselves but when coming to Canada will need a supporter showing proof of their means to support them, do you put that they are financially dependent or no in the questionaire?

No, you are not financially dependant.

Thus, this scenario is unikely to get a TRV. The applicant needs to show he can afford the trip, regardless of host support.
 
You can only go to Canada on a visitor visa if you can prove to the satisfaction of the person reviewing your file you will obey the terms of a visa and leave when are done. This includes showing enough ties to your home country that you will need to go back afterwords.

Unfortunately from what I have seen you are trying to bring a fiance from Zimbabwe to get married in Canada. Unless he can prove some very serious ties to Zimbabwe they are very unlikely to grant a visitor visa to Canada since they will assume he will simply stay and adjust his status after he is married.

Having the money to afford the trip on his own, property in Zimbabwe, a good job etc are important.
