Yes. All depends on your savings. You are expected to use your resources first.

I'm currently on financial assistance in ontario but i want to move to smaller city.

Yes there is welfare in every province. If you are receiving legal aid from Ontario you can't continue that in NB. You will need to research if there is legal aid in NB or something equivalent. You must inform Ontario works if you leave Ontario and then apply for welfare in NB so there may be a gap in your welfare payments.
