Good morning Sir/Ma'am,

This is James from Vancouver BC. I have checked the welcomebc.ca and I am eligible apply for both [International Graduates] or [Entry-level and Semi-Skilled Workers]. But I am not sure which one I should apply. It will be much appreciated if you guys could help me a bit and guide me what to do.

My situation is, I came to Vancouver in 2010 with a study permit, and I finished Hospitality Management Diploma at Douglas College in December 2012. I around 2 years hotel experience in Vancouver, currently I have been working at one of the Vancouver hotel as Bellman(falls under Skill level D, 6721 Support occupations in accommodation, travel and facilities set-up services in NOC) for 9 months. Also, I attended the Marriott Management Development Program since February 2013 to July 2013.(It doesn't guarantee a management position, but I am a candidate with more chances to get a management position other than someone from outside of Marriott).

At the beginning I thought I should apply for [International Graduates], but I found that it requires for the "a structured plan for career progression to an occupation at Skill Level 0, A or B. ". What exactly the structured plan is? Is it asking my company to provide a letter that says I will be promoted oneday or etc? It is almost impossible, because the company can't guarantee a management job to me. So I looked into the [Entry-level and Semi-Skilled Workers] too, it seems like if I apply for this one would be much easier? But as a international graduate, do I have to apply under [International Graduates] or [Entry-level and Semi-Skilled Workers] is okay too?

You don't have to apply under graduate class even though you graduated. It seems more straight forwards that you apply under semi-skilled stream if you qualify, especially if your employer can not promise that you will be promoted to a higher skill level job in the near future.
 
Thanks Leon that helps a lot. I was confused because some people say since I fall into the international graduates stream I am not eligible to apply for the entry-level and semi-skill PNP. That doesn't make sense to me neither because the welcomebc website didn't mention that I have to apply for the international graduates.
