Dear Sir / Madam
With due respect I am Kazi raquibul Islam responding to you regarding your recent evaluation with my file.
In your evaluation, you clearly focused on two fundamental Points.
Number one is Language factor as per IELTS, and number two is relative's economical situation.
In your letter you wrote :
Although you have obtained 69 selection points, I am not satisfied that these points accurately reflect
your ability to economically establish in Canada. Therefore, I am considering refusing your case
using negative substituted evaluation for the following reasons:
a) With basic writing skills and moderate listening, reading, speaking skills (per IELTS)
I believe you will have difficulty finding employment in Canada as a vocational instructor
(the field of your declared work experience) or in a related field;
b) Mohammad Jahagir, your uncle in Canada, has clearly not economically established there
as he has been unemployed since returning to Canada in July 2009 and he is (per 2009
T5007) collecting social assistance in Canada. Therefore, I am not satisfied that your uncle
will be able to significantly assist you in becoming economically established yourself.
So, regarding the above mentioned reasons, I myself here explaining my opinions
First of all it's my pleasure to notify, that you have given me an opportunity to respond within 60 days from the date of the letter posted on 03/06/2010 but I received it on 21/06/2010.
Now In my response, I should first explain regarding the reason (a) which is language factor
To begin with I should mention that my average IELTS band score is 6 though it is not enough for me in your evaluation as a vocational instructor to find an employment in that or related fields.
In your evaluation it is clearly indicates worst situation to find an employment for myself in Canada. It is true that no one can survive without any employment in a different situation. But In the real world it is differ from person to person according to their procedural attitude for that reason in my explanation I do emphasis on other factors rather than specific related job matters.
In Canada there are many skill /language/career development programs runs throughout the CA which reflects positive impacts on New Immigrant's career development for better economical establishment.
The Canadian government has organized this type of programs for the sake of new immigrant's economic solvency; ultimately options are open for new comers to establish him best in Canadian economy with the help of these programs.
Now a day's every new immigrants are engaging them self's in such type skill /language/career development programs, because in the real life the situation is not that strait, it is so tough to avail a mentionable job without further career development or recognition from Canadian system and it is common for all professional job seekers who are migrating from outside Canada as a Permanent Resident.
So my opinion and preference is at the initial stage an individual should have to engage himself in vast Canadian labor market to contribute something positive in Canadian economy without any hesitation though it is specifically his previous experienced field or not, however he should also engage himself in skill/career/language development programs side by side as of his requirement.
If there are no jobs at the beginning then in my case I myself and my spouse would rather proceed with career development programs because we are previously experienced, qualified and capable to do so. Now the question is how I could manage my day to day expenses whether it's household expenses or others.
In that case we have sufficient bank solvency as per CIC's requirement, moreover if that is not enough then we are able to submit more for the sake of my own dependency.
Regarding reason (b)
In your letter you have mentioned about economical support from relative to establish myself in Canada
In that case I am strongly mentioning that I do not need any financial support from my relative because I have my own required bank solvency as per CIC's requirement. Again I am pointing if that is not enough then I will have to submit more of my own bank solvency.
The main objective is only the points available for relatives residing in CA .
It does not mean that I will be depend on him nor he is sponsoring me
Because we are in FSW class Not in Family Class Sponsorship. ...
On the other hand according to your evaluation if I require another IELTS for better score then I will be soon registered myself with IELTS exam which will be held on 31/07/2010 and the result will be published after 13 days which will be on 13/08/2010. I will send the confirmation of IELTS registration ASAP. To do so in that case I am begging some more times beyond that of 60 days limitation which will be effective on August 03, 2010 because the IELTS result will be published on 13/08/2010 then I will send it through my consultant to the CIC SG.
There may be question why 31/07/2010, why not more early because in July 2010 there are only two IELTS dates before 31/07/2010 which are July 03, 2010 academic only (I am a GT candidate) – July 17, 2010 general and academic (question about seat unavailability)
Finally it will be my pleasure to accept some good advice and suggestion from you
Sincerely yours
Kazi Raquibul Islam
