Finally approved, but where is my passport?

I have sent my docs on Oct 10th, reached Oct 15th through Fedex. Included return Fedex cover and paid for reverse postage.
My fedex tracking did not update for 2 months. finally got reply with my file no.
They say its been sent to me on Nov 28th through regular mail with out Tracking.
Checked Mailbox, Apartment Leasing office and Nearest Post Office the package is not at any location. Filed a claim for lost package....but of no use till day.
