First of all I wanted to say sorry to everyone I couldn't reply to regarding the Police clearance certificate I got from India. I had a major accident and was on bed rest for a while, because of that it took me longer than I expected to prepare my file. Now I only have 2 months left on my work permit and I should be sending my application package in a day or two. I just have couple of concerns and would really appreciate it if you guys can help me out with it :-

* In Schedule A background declaration form Question no. 6 part (d) i.e. been refused refugee status, an immigrant or permanent resident visa or visitor or temporary resident visa to Canada or any other country. Should I be clicking yes as I have been refused a visitor visa to US once.

* Considering I only have a couple of months left on my work permit and even if I apply by the end of this week, it gives me approx 55 days in order to receive my AOR and apply for BOWP. According to recent trend CIC is taking around 40 days to send an acknowledgement but if that doesnt happen in my case what are my options?

Any help will be appreciated. Thank You.

Answer is YES and mention your refusal of US visa and the reason.

You can only apply for BOWP as soon as you receive the AOR and you have to be inside the country to do that. So don't delay applying, based on the history 40 days apprx to send out the AOR.

thanks for bringing this into my attention..

I had an L1 blanket refusal to US 2 years back, but I mentioned 'No' to this question (I forgot). I have already submitted my application. Can I update this detail once I get my AOR?
 
Shibin - Yes, you should go ahead and submit updated forms with a cover letter explaining the omission and updates, once you get the file number.

Please note that CPP-O generally do not require hard-copies (except for original police certs), but it would be safer to send email (scan copy of forms+cover letter), as well through post.

* Should I pay full fees i.e. $ 1040 or just principal applicant amount i.e. $ 550.00

1) Your 8 digit client ID (if you have one) - present on your work permit.
2) if you are a single applicant - only $550

I had a damaged passport so I got a new one that was issued in Toronto, Canada by Consulate General of India. So in Question # 3 under passport information on Generic Application should I write India or Canada for Country of issue.
 
It is India only. What they meant is which country is issuing the passport and which is India only. Mine is similar situation.

I would also suggest you to refer the detail given in user guide for each question if you have doubts, which will give more explanation for each question.

I wonder how can you put the country of issue as India when the place of issue is Toronto.
 
Yes that's the question, they are askin 'country of issue' not 'place of issue'. In user guide its clearly mentioned that 'name of the country that issued your passport'. Which is India and Indian passports are always issued by India :)

That's why I'm suggesting to refer user guide before posting into forum.

Agree with shibinp. It is a Indian passport (country of issue) issued in Toronto (place of issue). So without any doubt, give the country of issue as INDIA.
