The tracker has been down for some days now so I linked my application (Outland Sponsorship) to GCKEY and immediately I saw this latest update regarding final decision. I have not received any email or update regarding this. What could be happening? Is this a positive signal or should I be worried?

It's not that uncommon for there to be a delay. You coudl call IRCC if you wish. Make sure to check your emails and spam inboxes.
