I am a U.S Citizen and my wife is a Canadian Citizen, I am applying for P.R. and I was wondering if most people use an immigration lawyer? Also I know that I have to get an FBI Certificate and sometimes they will ask for State Clearences as well. Should I go ahead and get the state clearances? Do they usually ask for them? Thanks for any help or advice, I am so overwelmed by this application.

You don't really need a lawyer. Just sit down and read your application guide through and when you are done, do it again. Then start working on your forms. If you have problems, read your application guide again. If you can't find the answer there, come back here and ask.

As for your question about police clearances, it says at http://www.cic.gc.ca/english/information/security/police-cert/north-america/united-states.asp that the visa office can tell you if it is needed or not. If you don't feel like asking them, you can just go ahead and get one.
