Nobody can predict how long it will take, no matter which path you choose.

MOST Americans have been processed quick ( about 6-7 months total) with an Outland application, because the majority of applications are processed in Ottawa, NOT in LA or NY. Typically, only applicant's that have `red flags', or medical or criminality issues find their applications being sent to LA for processing. Even then, it's probably still faster than an Inland application...which is currently taking 16 months just to reach stage 1 approval!

You are not eligible for an Open Work Permit with an Outland application. You would need to find an employer in Canada that would be willing to go through the LMIA process to hire you...which is not an easy task.

However...there is a new pilot program that CIC will be unveiling soon, to issue OWP (to Inland applicants) much quicker that the current policy dictates. No idea what the details of this program are, or if it's worth considering. You're still better off to apply Outland, IMHO.
