I got my pr card 2 yrs ago but I returned to my home country and then had a baby. I am planning to return to Canada now to maintain my pr status with plans to file for my child. Any idea how long is the process to acquire OR do my child and is there any other options? Embassy already said they won't issue a travel visa

If a TRV for your child was refused, you can also try to apply for a TRP. If that is also refused, then you don't have many options.

You would need to return back to live in Canada to submit PR app for your child, while your wife and child remain in home country. You also need to live in Canada during the entire PR processing, only being allowed to leave for short/temporary vacations. PR processing will depend on visa office but I would budget 6-12 months.

Depending how long processing takes, there's a chance your wife could not meet her residency obligation at some point. If this happens then even once your child gets PR, your wife may be reported for not meeting RO which will start process to revoke her PR status. If this happened you could eventually sponsor her again, but this would just create more complications.
