My friend sent a CEC application without sending T4. He included pay stubs. he is still waiting for a decision to be made. Got his Medicals done.

I thought T4 is a requirement when filing an application. Has anyone have a similar experience with this case?

Depends on when you file your application. If it's already the new year around, the chances are they won't ask for it, but if you are filing in the second half of the year then there is no harm to providing them with your T4. All to all it differs from VO to VO some don't see a requirement some see a requirement. I sent mine just to stay in the safe zone. It's always good to backup your application with evidence.

Before express entry, the most recent revision (in 2014) to the instructions for processing CEC applications included a change of language, away from the T4 being "required" to requiring "proof of work experience, such as pay stubs, T4, notice of assessment (NOA)..." along with language that CIC could not (legally) require tax documents as part of the application. As far as the CRA is concerned, the T4 should only be used for filing tax returns. So now it is "suggested."

But I agree with rezafc - you want to make it easy for the VO to reach a positive decision. One of the easiest ways is to include official documents like the T4 and the NOA. If you choose not to, you need to make sure you provide strong alternative documentation.

I submitted mine without T4. I only gave them letters of employment (one for each position).
