filed 2004 - will it get any better

is it true that they will prioritize cases filed 2008 and committed to process evrything within 10 months to a year while they will just leave cases filed before that on a best effort basis. Priorities on the 38 list which is still a secret ? I'm done with my medical exam and just awaiting for the next step... will it take me a year to finally land in Canada or will it be in pending mode depending on the latest development. Anyone who can give a clearer insight

Cases filed before February 27 2008 will continue to be processed at the same rate they have been but for cases filed after this date, under the new rules they have promised that processing will be faster. There may also be limitations on who can apply, nobody really knows until the new rules come out. It will not affect you since you are under the old rules.
