I got same information letter from Ircc that my spouse pr application will be transferred to new delhi on sep 1st 2023. Is there any update after that and Is it normal to be transferred to local visa office?

As per IRCC timeline 12months and it is already completed on 1st April.
What can i do further?

Web forms raised and receiving status file under progress.
TRV under progress.

I am wondering if we can request them to send the file back to Canada to process it inside Canada??

I sent a webform to NDVO almost 1 month ago which they have not acknowledged either.
