File transfered to a local consulate

Hi,

I applied to the immigrate CEC in November. I just heard back that my file has been transfered to New York.
Should I presume that my file has been assessed and looks positive or the assessment is about to begin?

It has not been assessed yet, it is in queue for assessment.
