File # received before AOR. Can use for BOWP?

Hey guys,

I just received my File # from an email, from the Sydney Intake Office, saying:

"Upon review of the information you have provided, your application is considered complete based upon the requirements of the Instructions and Regulation 10 of the Immigration and Refugee Protection Act (IRPA)."


Does this mean the same thing as AOR?
Can I use it for applying for BOWP?

For the application cover letter, should I just mention the File Number instead of attaching the email?(It was forwarded by my agent so I don't have the original...)

You only need the UCI number for reference, no need to attach any email.
