File moved from MPR to ECU-FRR

in my GCMS notes. File moved from MPR to ECU- FRR, What does this mean.
is the situation is all right.

MPR: Medical Processing Ready/Initial/deprtment of/for reviewing officer/application
ECU; Economic Control Unit, name of the department which issues letters as
as suggested by reviewing officer/department.
FRR : Name/initial of the officer designated for the required purpose.

others may please add /correct.
