Hello,

This is a very odd situation.

I am sponsoring my husband who is a Mexican citizen who has been legally residing in Spain for 6 years. I received the sponsorship approval letter saying that his file was being sent to Mexico. I sent an enquiry a month ago stating that it should be sent to the Paris visa office since he's been legally residing in Spain. Today I called CIC to get an update on the the enquiry and the gentleman on the phone said that two days ago it was updated in my file that it was going to be sent to the Paris Visa office as soon as they open it in Mexico. How long does it take for them to open up an application and Mexico? Will this greatly effect the processing time when it gets sent to Paris? I am so confused... my husband thinks it could take months for them just to open the file.. Please any comments are appreciated. This whole situation has been really stressful. :(
 
It's not odd.
Cic can choose the VO for stage 2 processing based on country of residency or citizenship (most common).
They take some time to open the files, that's right.
To have a better idea on how long, you can follow a thread about the VO.
 
Also you can look for spreadsheers regarding your VO to have an idea.
On my sign you can see the 2015 spreadsheet. Filter by VO and you'll see.

You have nothing to worry about. Most of the time, CIC sends the application to the country of citizenship, but since you requested a change, it seems they obliged and will send it to Paris.

What they mean by "opening" it is kind of vague, basically after a time you will probably see "in process" on your ECAS, this means they are actively looking at his application. There is no way to say how long that will be. What DanSlh is saying is to look at the spread sheets for your VO, and see how long from AOR (acknowledgement of receipt) people got their IP (in processing). That could give you a rough idea of how long it will take for them to look at it, but still it's kind of meaningless because ECAS is pretty unreliable.
