Few questions before i start my immigration process

Dear all,

I'm about to start my skilled immigrant visa process on my own, but before i do i have few questions to ask, but before asking them, i will state my case so you can have a better understanding:

1. 2006: I have a bachelor degree in Computer Information Systems (4 years study).
2. 2004 - 2006: Before graduation i had 2 years of part-time experiance as Computer Programming Assistant.
3. 2006 - 2007: After graduating, i got a full time offer as a Web Programmer.
4. 2007 - 2008: Worked in a multi national organization as an Information Systems Manager.
5. 2008 - Till now: Working as a Information Management Assistant/Web Programmer in US Embassy.

My question questions are:
1. Does my part time experiance counts? should i include it in the application?
2. Do i qualify to apply for Skilled Immigrant Visa (giving that: I'm 29 years old, have a very limited french skill and not married)?
3. My experiance between 2007 - 2008 as Information Systems Manager, does it qualify me to be list in "0 Management Occupations list"?
4. According to NOC, is it a must to have 4 years of continues experiance as a manager to be listed in "0 Management Occupations list"? or is it enough that i have a 1 year experiance as Information Systems Manager?

1- No. Doesn't count in point calculation, but u'll have to report when filling the application. Gives u extra credibility.
2 - Yes.
3 - Yes.
4- Should be enough, you should back it up with a job offer in Canada though.

Now how can I be extra sure that my one year experience can list me in Management Occupations List? Although this year is legitimate, but won't they be skeptical about being in a managerial position after graduating in 2 years?

Now which easier/more supportive, having a job offer in Canada? or having T.E.F. showing basic French level?

So if we don't have a managerial experience of 4 years we can't get the 21 points in experience ? or we need to have atleast 1 year of Managerial exp ?

Yeah, they might be suspicious about that(which is in fact suspicious). I was suggesting having a job offer with the same NOC(managerial position), to validate that you do qualify for fsw1. Having the TEF might give u extra points, but if you have zillion points and you're not among the 38 shortlisted occupations that are most wanted, you won't qualify for the "fast" process, and you just have to apply under fsw2.

Having a managerial experience is one thing, and having the 21 points of experience is another thing.
Example:
You've worked for an IT department of a well known company in your country since your graduation, u first were a junior software engineer, then you became a senior software engineer after a couple of years, then you were promoted to a team leader, then to a director of applications, or project manager or development manager, etc... If you have say 5 years of experience in the IT field, with different titles, a managerial one is one of them, then u're good to go. Even if u've just been promoted. The point is to prove that u have what it takes to fill an occupation with that title in Canada. That's why it's too easy if u already have an offer.

Well, this is my point, i have 3 years of experiance while studying at the university as a part time job (which can't be count against my years of experiance) but after graduating, i've been directly hired as a full time position as web programmer, for a full year and a hlaf, and just after that i've been offered a Information Systems Manager in a well-known organization (United States Peace Corps) and worked there for 14 months, and yet after that i've offered a better job in the US Embassy in my country but with a different title (Computer Management Assistant), and yet i was still doing managerial duties, except that if you work for a US Embassy your title will always be Computer Management Assistant (whether you worked for 1 year or 20 years) your title will always be the same ...

So does that make me qualify or not?!

Well, the answer to that question is simply the answer to this "Once u're in Canada, do you think you have a good chance of getting an offer under that NOC?" .. If ur CV convinces an employer that u're a good fit for a "managerial post", it'll more likely convince the CIC too. Here's a couple of questions that help them evaluate, did you or did you not have subordinates reporting to you? Do your reference letters/experience certificates indicate managerial duties that u were required to do ?
If the answer is yes to both questions, you have a good shot.

Look, i'm not sure what u were doing exactly, but if u believe u'd get a job in canada as SOMETHING_RELATED_TO_IT manager, then u should be ok.
As for applying under the regular process (now called fsw2 i guess), the processing time depends where you apply. If u're in the US, it won't be long. Another option that qualifies u for the fast track is to apply within canada while u're on a work or study permit. But yes, before the so called fast track, average federal processing time was 3-4 years, in some countries a year or 2, others 5 or even 6. Check the processing times for different visa offices on the CIC website.

I am going to apply as a single applicant. As per CIO required fund is roughtly CAN $12000.
I have a property in my name which is more than twice of POF.

Can I show my property as POF

Dera yr97,

I was under imprssion that it will be acceptable as POF but you should have a intension to sell and get cash if visa is approved.
Can somebody confirm on this point?

Ok, so lets say i am going to try my chances and apply to the Fast Tracking system, with the hope of being listed under (0 Management Occupations list)... but if i was not able to convince them, will my application be rejected? or will my application be automatically treated as fsw2?

It will be rejected, and you have to file another one as fsw2
