I don't understand some people in this forum said they paid $1040 for Outland Spousal Sponsorship which doesn't make sense as it says on the CIC website the fee is $550.

1. Because they paid the Right of Permanent Residence Fee, $490.00 upfront to save a month or so of processing time.
 
So if I submitted my application with the $550 fee I am going to have to pay an additional $490 Permanent Residence fee in the future?

This $490 fee if bot done upfront is paid after approved as a landed immigrant before getting the PR Card?

It certainly saves the time. Consider communication (mail, email etc) time from VO to the applicant and applicant to VO.

Right of Permament Residence Fees can be paid upfront along with the initial application or later. However, processing VO will ask this fees to be paid before the issue of Permanent Residence Visa.
 
We paid all the fees upfront - we will have to pay them all eventually so thought it was better to save time as the processing time is long enough as is!
