fees payment to london visa office

Hi,

When you see london visa guide and check list it there is section for
fees payment what is that, do I have to click yes or no I dont want to
pay RPRF at intial stage I will pay it later, and processing fees I already
paid then what is this column for.

and later stage if request what is the procedure for paying
RPRF
