I would like to elaborate this a little bit. Although fee is paid in CAD ultimately, it does not mean you would actually require CAD to do so. The process does vary from country to country but for e.g. in my home country, CIC lists the equivalent in native currency on their official website. And you go to some designated branch of Standard Chartered Bank where they take cash in native currency (along with a small fee) and give you a payment slip (of CAD) whose original is submitted with application, while you keep a copy.
I am sure pretty much all countries (outside Canada) would follow this practice since it is extremely rare for a person to have CAD account / cash. Neither do CIC takes payments in Cash.
That being said, bank drafts in CAD are always acceptable. For e.g. my employer sent me a verified bank draft drawn on a Canadian bank that i submitted with my application. The disadvantage however is that you cannot apply online then (since only mode of payment for online app is credit card).
