Fedex Passport shipment -Entry denied by customs - Unable to deliver shipment - Returning to shipper

Hi,
I sent my families passport from US to Canada only to be send it back to me by fedex. I have put the customs forms, still no luck. It never seemed to have crossed the border.
Did anybody face the same issue?

What does the tracking say?
You should have gotten call from fedex. What is the actual issue and where is your mail now?
