Outline sponsorship (Quebec). The PA is in Canada already. We applied through a representative and I don't know where can I find the VISA office. It wasn't in my AOR.

I think it just depends on the officer. Sometimes, they process eligibility right away along with the sponsorship eligibility. Sometimes they process it towards the end.. If anyone's eligibility is passed sooner or they receive a pre-arrival letter, then most of the time they are in the fast processing queue and will receive PPR/portal sooner.. Most of the time, after eligibility is passed, it goes for a security check, which is the last step before final approval..

Any idea who gets to be in the fast processing queue? In absence of tracker how can we check if eligibility check is in progress? On gckey I only see that they will send a message when they begin reviewing eligibility. Do they send notification while starting PA eligibility?

Nope. You have to check the GCKey to find that out

I also haven’t received sponsor eligibility via email or in GC key. Same goes with my frnd. He called IRCC and they confirmed that sponsor eligibility is complete for his file.
Not sure what’s the criteria for IRCC in sending the sponser confirmation.

I have sent web form twice for the PA eligibility update but they just reply with generic response and no update. Major issue is the tracker is down so can't really tell. But sometimes the tracker also does not get updated on time. So no idea what they are doing and why they will not start eligibility. I also heard they send file to applicants home country for eligibility check.

Yes, we did. Got refused for not indicating her employment even though her offer letter and leave of absence was uploaded.

Quick update, we reapplied on May 25th and got PPR on June 17th.
This time we used our RCIC.

We have raised the webform and have involved the local MP as well. Fingers crossed, though not so hopefull

Well, I found out the website for my local MP. Went there and they had a section to connect with them.

To be honest, MP's office didn't really do any help to us because they took around 25 days to revert back with the same thing we had already recieved in the ODN, though you mileage may vary on that as each MP office is different.

Reapplying worked in our case.
