Ok, so i have to send my WP Extension application package this week. Should I make a letter and attach it to the application package?

There is no harm in attaching an explanation letter and also mention that you haven't received your file no yet.

Btw, i have one more question. I'm moving out at the end of this month and I made a letter to let immigration know about my new address. I will attach it to my WP application package. Should i send the same letter to Sydney, NS too? Cuz i sent my PR application package to Sydney.

Even if you do send it to Sydney, NS they cannot do anything with it because they won't have your file no. . So, I would suggest wait until you receive AOR. Then you can update your address by sending an email to CIC-Ottawa or change it online.

^ Yes, you should attach a cover letter. There is a thread here about BOWP with lots of great information. That would really help you.

Seems like we going to receive AOR in 28-30 days.

Or even early as Feb 2014 spreadsheet was updated by one of the fellow Feb applicant saying he received in 23 days!!!!!

It's awesome.
Dec, 2013 AOR was issued between 40-52 days.
Jan 2014 was issued 29-43 days.
23 days seems to be record breaking.
