FBI pcc-criminal history at state or local level

One of my friend in USA has received PCC from FBI. It states - No prior arrest data at the FBI. This does not preclude further criminal history at the state or local level.
Will this be accepted by CIC for express entry application.
In puts shall be appreciated.
