Does it need to be in closed envelop?

Are there any specific things need to take care when doing FBI clearance

1. The original has a watermark.
2. No, it doesn't.
3. Make sure the fingerprints are clear.

The original letter, when copied or scanned, will appear with a watermark that says "unauthorized copy".

The FBI no longer returns fingerprint cards. All you get is the letter back. All CIC needs is that letter (I got my fingerprint card back the first time around, but the last two times my FBI clearance has come with just a letter and it says "we no longer send back fingerprint cards").
