FBI background check .. state and local needed?

hello,

I’m a US citizen applying for PR via spousal sponsorship. As far as I can tell, CIC only wants a FBI police certificate (which can be printed from the FBI’s website), but I don’t see any requirements for s state or local check. I just want to confirm with people here if this is accurate. Is it true that I don’t need a state and/or local check and just the FBI one suffices?

If they wanted state/local checks, that would be stated.
