You can certainly apply for a visitor visa. However approval isn't guaranteed - and all the visitor visa will allow you to do is visit Canada temporarily. The visitor visa will not allow you to live here with your son while he studies. It also will not allow you to work or benefit from Canada's health care system.
Your son's study permit allows him to come to Canada on his own - it does not allow you to accompany him.
