They can immigrate through economic and entrepreneurship programs depending on their ages, education, work experience and language scores. There are start up visas and PNP emntrepreneeuship programs based on starting or buying a business (not restaurants/retail) and showing high net worth, experience, business planning etc. The process is long and involves much work.

If the employer has obtainted an approved LMIA, then yes.

Your parent would still need a LMIA and then apply for a closed work permit showing that your parent has experience in the NOC. Make sure it is a skilled NOC.

If going this route then have parents take IELTS and ECAs because if they want to apply for PR they will need these documents.

Does your parent have a confirmed job offer with LMIA? If so, what province? Look at PNP programs to see eligibil requirements.
