Note: 1. According to the Government Canada website, 21 is an age to be considered as a dependent and this age will get locked upon filling the application(which application?).

Case :
My brother(blood-related) is sponsoring my parents for a PR visa.
As I'm his younger brother (age 21), my brother is looking to apply for my parents (including me) in January. After filling the preliminary application for sponsorship in January (2020) which is just a first step in the process which ask for basic information of the candidate. However, I'll be 22 in February 2020 (next month). Am I eligible to apply with my parents or not?

2. If yes, How many days does it take for the PR to come?
Please let me know the whole process and fee involved.

It's not possible for us to say if you can be included in the application or not. It depends on how the parent sponsorship process works next year. If it is the same process as this year, the application will not be submitted until later in the year and you will be too old to be included. If there is no lottery and it's first come, first serve - then it's possible you could be included in the application. Again, it is impossible for us to say because the government has not announced how they will run the program next.

To qualify, your brother must meet minimum inome requirements for all three years (not just in the third year). If he does not meet income requirements for all three years, then he cannot sponsor you and your parents.

You would need to still be 21 on the day that IRCC received your sponsor’s application package. That of course depends on the date of invitation and how quickly a complete application package could be assembled.

Personally, I doubt very much that it's possible, given the timing.

By the way, the application package must contain both the sponsor application and the PR application(s). They are not separate submissions.

It is not locked down when he submits the form.

It's only locked down once the full application package is received.
 
Invitations for PGP 2019 started going out in April, as far as I am aware.
 
From the trend of last few years, completed PGP applications couldn't be sent in until late spring (e.g. April, May...etc).
So if you turn 22 on Feb, the chance of including yourself in your parents' PGP is very low.

And as others have pointed out, your brother needs to have enough income for the totaly family size for the last 3 years. So for application in 2020, likely 2017, 2018 and 2019 (or 2016, 2017 and 2018 if application package is requested before tax return is filed for 2019).

In short, if out of 3 people, one is rejected for PR due to any reason, will the other two be affected(can they still get PR) Or they have to apply again or what?

If it's only difference in number of people in the sponsorship between the interest to sponsor form and the actual application, then it won't affect the actual application. Your brother just need to write an explaination why the number of people being sponsored is different from the interest to sponsor form. But if you are already 22 by the time they submit the application, do not include yourself in the application. They will not overlook an overage dependent. And that will slow down your parents' application. (submit updated form to remove you from the list...etc)

BUT we still don't know if PGP 2020 will have an interest to sponsor step.

If his income does not meet for 3 years, PR will be rejected for everybody. His sponsorship application will be declined.

That's not an issue. You simply won't be included in the eventual PR application.
However, the above posts make the question moot.

OP never replied on the income requirment.

We have all doubts if the brother even have enough income to submit interest to sponsor with or withou OP.

Don't worry, the salary part is sorted. The salary is not an issue. That's why I removed it.

It's all pretty much irrelevant anyway, based on the PGP timings for 2019's program. Submission of interest - Jan 28. Invitations - late April.

Not sure how he "sorted" the income history. Note that only a spouse can co-sign.

Misrepresenting your income can get you in a lot of trouble from CRA and IRCC. Really not worth the potential wrath of CRA.
