Family sponsorship Aug 2017 application still no news

Hi my application for family sponsorship took 2 and a half years processing and 11 months background check ( comprehensive security screening ) but still no news.. i just saw a progress bar shows 100% complete few days ago but i guess it shows that my estimated processing time is completed 100%.. I feel my application is treated with enormous discrimination because i am from Pakistan (they dont like ) even though i have never ever committed any crime in life but still my personal life is suffering alot.... kindly let me know what this 100% actually mean

As far as anyone can tell, the 100 percent is just relative to the estimated processing time of one year and hence tells you nothing but how long they have had your file.

Have you ordered GCMS notes? Is there red flags that could be delaying the file like work in the military or other higher level government,
