Family class sponsorship file has been transferred to IRCC Vancouver

I’m a sponsor and I just received an email from IRCC saying that PA’s application has been transferred to the local office in Vancouver. This office will make the final decision on APR.
Anyone else who also has your file transferred to Vancouver IRCC? What's the average processing time for IRCC Vancouver ?
