Hello,
I've applied for the study permit on May 6 and sumbitted my biometrics on June 3rd however my application hasn't moved since then.

Also is it true that international students won't be allowed to enter Canada with a study permit if they have applied after March?

Yes. You’ll have to start your study online even if you get a study permit after March 18,2020
